38 | Mass Transit | MassTransitmag.com | SEPTEMBER/OCTOBER 2014 Patrick Leclerc Vice President, Strategic Development, Communications and Public Affairs Canadian Urban Transit Association PATRICK LECLERC was re- cruited to the position of director, public afairs at the Canadian Urban Transit Association (CUTA) in April 2010. In that role, he was responsible for leading a focused public afairs department responsible for the development, coordination and implementation of government advocacy activities, media rela- tions and marketing, as well as managing CUTA's Ottawa ofce. Leclerc established a high performance department ca- pable of efectively advocating; initiating media relations and public afairs activities; and developing policy on behalf of CUTA and its members. He de- veloped contacts and built pos- itive professional relationships with ministers, members of Parliament and key staf at ap- propriate federal departments. He worked on a grass-roots ad- vocacy network to educate and infuence elected ofcials and their representatives, as well as managing multi-partner national and regional public awareness campaigns and events. Leclerc played an instrumental role in the de- velopment of CUTA's current strategic plan, which resulted in a new mandate that goes beyond the traditional transit focus on buses and trains to embrace the vision of inspiring and infuencing the evolution of integrated ur- ban mobility. As a result of his performance and potential, in December 2012 he was promot- ed to vice president, strategic development, a new position designed to consolidate existing public afairs, publications, and event management functions, as well as to provide a strategic fo- cus in support of CUTA's new vision, mission and values. Leclerc has been instrumen- tal in inspiring CUTA to adopt more strategic and modern ap- proaches to raising the perfor- mance of the association.
